Five layers of preparation
- Economic depth: sustained alloy output, energy for upkeep, and reserves that survive a disrupted trade network.
- Production: several protected shipyards and a reinforcement route that does not depend on one chokepoint.
- Mobility: gateways, relays, jump options, and forward bases that reduce response time.
- Adaptation: enough research, intelligence, and redesign capacity to answer the actual crisis instead of a guessed one.
- Political resilience: allies, subjects, federations, or diplomatic breathing room that prevent opportunistic conventional wars.
